Infrastructure improvements – with one exception – are on deck at Randall Consolidated School, after the School Board voted unanimously at its board meeting last week.

Among the approved projects are the gym floor, concrete work, fixing the elementary school exit and adding a permanent wall between both kindergarten classrooms.

The total amount of the project is $53,000 with an anticipated June 30 completion.

However, three roof sections are not included, which was subject to discussion in an April meeting. These may be replaced with a foam roof solution, pending an investigation.

In April, District Administrator John Gendron told board members there was significant roofing damage after two wind storms and that a Water Damage and Roofing Lakeway company would need to come and fix it.

“What you will not see on that project list right now is the junior high roof,” Gendron said during Wednesday’s board meeting, adding that the roof might be fixed in the 2016-17 academic year.

After the district’s finance and maintenance met with energy company McKinstry and Scherrer Construction, they opted to use an energy exemption and postpone construction until the 2016-17 academic year.

“The roofing project will be paid using 2016-17 budgetary dollars, insurance settlement for the roof, and unencumbered maintenance budget from 2015-16,” Gendron said. The roof may be handled by a company similar to Markham Roofing, and will need to be done in an exacting manner to ensure integrity.

When school dismisses in June, the gym floor will undergo sanding, stripping and waxing at a total cost of $10,000, the most among all projects.

Additional work includes concrete work in the junior high exits at the rear of the building, repairing a relocating sidewalk, repairing three sections of the junior high parking lot, and extension to the junior high parking lot and sealing about 8,000-feet of cracks. There is a lot of external work that needs to be done, luckily they are looking at services similar to American Way Exteriors, to aid with these extensive repairs.

“There are three major areas in our junior high lot that need to be sawed and cut up, one of them is by the maintenance area, there is another one further back where the manhole cover is and another near the garage,” Gendron said.

Other business
In response to an unexpected increase, the board adopted two changes in the employee health insurance plan, including reduction in employer contribution to a HRA account.

The 2015-16 amount was $1,120 for a single plan with $2,240 for families, but contributions face a decrease to $1,000 and $2,000 for the upcoming academic year.

“It is important to note that the deductible is $2,000/$4,400,” said Gendron, adding the deductible is unchanged.

Additionally, a consistent cash-n-lieu of insurance amount for all eligible employees has been set, establishing $4,500 for employees waiving health insurance.

The change in the amount saves the district $7,700.

The unanticipated premium increase amounts to 6.9 percent, more than the originally budgeted 5 percent. But Gendron said it could have been worse.

“Initial renewal rate was at 12 percent, but was negotiated down,” he said.
