Sheriff blasts state as deceptive on placement of sex offenders

Kenosha County Sheriff David Beth issued a statement related to the release of Racine County resident Michael McGee into the Town of Wheatland Friday, which was released to all Sheriff’s in Wisconsin:

The complete text of Beth’s letter follows:

Good morning Sheriffs,

I want to make you aware that the State of Wisconsin, (Department of Health Services) DHS, has about 28 Violent Sex Offenders waiting to be released out into the community. The State Legislators passed a law in March to keep these VIOLENT Sex Offenders in their own counties. No one wants sex offenders located in their county, especially the VIOLENT ones waiting to be placed back into our communities.

One of the requirements on DHS is they contact the local law enforcement agency to check on the residence they want to place a sex offender. This is something my staff said was unusual as they had never been asked to do this in a form of a report before. My staff did complete a 2-3 paragraph narrative basically stating the house targeted was in a rural area with only two houses near it, one on either side. One had a couple with and grandchildren that regularly visited. The other was a young couple living 100’ away with a one year old. The home was vacant, for sale and owned by an LLC out of county which I have now come to believe is owned by an attorney a few counties away from Kenosha.

Our department was told a specific sex offender was being consider for that residence. I do not consider all sex offenders to be at the same level of violence or risk to the community. The person we were told was being considered was a low risk.

We have come to find out, the hard way, that the sex offender being placed in there now is at the top of the list for VIOLENT Sex Offenders. One of his major offenses that placed him in prison for many years was a burglary and sexual assault.

When he was released years later he re-offended in a few weeks and was charged with sexually assaulting a 10- year old child. The State said it was family so is should not be a concern to the community. The person being released into Kenosha County is Michael L. McGee and he performed his crimes in Racine County. DHS said they could not find a placement in Racine County so he is being dumped in Kenosha County. I learned in a hearing this week that the person in charge of locating placement left DHS in February and they just have not filled the spot and updated the list, BUT they did feel they performed the responsibilities they are assigned to do in order to find placement for the VIOLENT Sex Offenders.

The Doctor in charge of the State facility (attempting to rehabilitate approximately 350 sex offenders), in court, said he looks forward to collaboration with all parties involved in the placement of these violent offenders. In the hearing, Kenosha County Corporation Counsel cornered him on who he reached out to outside of the State of Wisconsin and it was no one.

DHS had the audacity to say the Kenosha Sheriff’s Department DID NOT MAKE ANY COMPLAINANTS on the placement of Michael McGee. WE WERE NEVER ADVISED THIS VIOLENT SEX OFFENDER WAS COMING TO KENOSHA UNTIL HE WAS ALREADY ASSIGNED BY THE COURTS TO GO THERE.

My warning is to make your staff aware the DHS will ask for your input on a residence in your county and will not be forth coming on exactly who they are trying to place there. They will use your generic report against you to say you were not opposed to placement. Make sure your department accurately states your concerns for placement in that residence or you will get it stuck up you know where.

As it stands right now, Milwaukee and at least Racine have no acceptable locations to place VIOLENT SEX OFFENDERS so they will attempt to place them in YOUR counties. Be aware of the wolf in sheep’s clothing from the State of Wisconsin… DHS. The person that testified from DHS was not truthful to the courts in what was initially presented and it was not found until Kenosha’s Corporation Counsel brought it up this week in a hearing to block the placement of McGee in Kenosha.

Just in case you cannot tell, I have no faith DHS will be honest to any of our departments in the placement of Violent Sex Offenders.

I had a call from a gentleman yesterday that said he contacted the State of Wisconsin and DHS last year and offered to build a complex to house this group of people re-entering society and work with the State. He told me they said it sounded like a good idea, and nothing ever happened.

Maybe we should build an apartment complex to house all the subjects. The State is throwing a lot of money out for just this one subject. McGee is on electronic monitoring (I believe for life), the State pays his $2500 per month rent (probably for life), has 3 people that monitor and have to be with him anytime he exits the walls of the house, and I would guess covers all his personal and health costs (probably for life). I know the State and courts struggle to place these individuals, but I am sure there must be someone smart enough at the State level to figure out a better plan than what is in place to be more cost effective and also keep the public safer at the same time.

Beware Sheriffs of the State of Wisconsin and DHS!

    Thanks for posting this Sheriff David Beth!! They are placing this guy next to door to good friends of ours and their 1 year old. They’ve done everything to get that reversed to no avail! Shame on DHS!!!

    Pretty slimy of DHS. You wouldn’t have to worry about placing these predators at all if we just castrated them after their first offense. Castration can be done with medication and eliminates the urge to sexually abuse. Why do we continue to put our children at risk of these monsters when there is a fairly simple solution? Our society needs to endorse castration and DO IT! Or these creeps will continue to ruin the lives of helpless little children.

    Hurray for David Beth! This man is an elected official, so PLEASE remember how valiant his actions have been in favor of Kenosha County!
    As for DHS, well, thank Gov. Walker. State employees are fleeing their positions and the highly paid administrators are either unwilling, or unable to fill the positions that are being emptied at an alarming rate.
    I applaud Sheriff David Beth for stepping forward!

    $2500.00 tax dollars a month being spent on a $48,000.00 dollar house to afford free living for a criminal. Is there no respect for the hard working taxpayer and how the government spends his money.
