Annual Lake District meeting is July 27

The annual Twin Lakes Lake Protection and Rehabilitation District meeting will begin at 9 a.m. Saturday, July 27, at village hall, 108 E. Main St.

Anyone who owns property in Twin Lakes, regardless if they are permanent or part time resident, have the right to vote on Lake District issues.

The decisions made at this meeting are made by the electors, not the board of commissioners. Any person who owns property, represents a trust which owns a property, or is a resident of the Village of Twin Lakes is an eligible elector of the Lake Protection and Rehabilitation District and is able to cast a vote on any matter taken up at this meeting. This includes votes on the District’s budget and property tax levy.

The proposed 2014 budget shows anticipated expenses of $232,000, which is exactly the same amount as last year’s budget.

Based on current estimated total assessed value of property in the District of approximately $687,000,000, the anticipated 2014 tax rate would be $0.19068 per $1,000 of assessed value. Under this assumption, the total taxes paid to the district for a home assessed at $250,000 would be approximately $47.67 for the year.

The budget proposes use of $100,000 in surplus cash to reduce the levy to the amount reflected above.

The 2014 budget includes funds for storm water projects and anticipates installation of storm water quality improvements in areas of the village that show a need of improvement, a Lake District press release says.

The 2014 budget continues the $100,000 allocation for implementing storm water improvements projects in the village, although most of the levy for this need is being abated or not made and is being offset through the use of accumulated surplus.  The amount is intended to be used for construction projects aimed at improving the quality and rate at which water moves toward lakes and other bodies of water.

The Lake District press release says the budget includes funding for shoreline restoration projects. The proposed budget includes $28,100 for shoreline projects.

The proposed budget includes funds for the dam modification project, which remains in the permitting phase. Construction is anticipated in 2014, the press release says. A total of $443,000 is being held in reserve to fund the project. The project is intended to repair the dam and minimize the need for human intervention through insertion or removal of the plate that varies the amount of water leaving the lakes. An electronic monitoring of lake levels at the dam and various other locations have been made part of the project.

The Clean Boats Clean Water program is included in the budget. This includes summer employees monitoring boaters at launches and educating boaters on invasive species. In 2013 the village won a DNR grant that funded 75 percent of the program and will apply for the grant again for 2014.
